Apptivo calculates the tax on all orders and then sends the information to Google Checkout, as a result, if you happen to enable tax calculation in Google Checkout, your customers will be double charged.
To fix this issue, log-in to your Google Checkout account and go to Settings>Tax Setup. Select “Not Charging Taxes” as the option for “How do you calculate tax?”
